4. Cheney is a very smart man.

I believe this is a future counter measure move by Cheney for any war crimes that are on the horizon. The statement of attacking (or supporting) a country for political means has striking parallels to what some democrats allege Cheney mastermind while in the house (Afghanistan, Iraq, Israel?). Admitting agreeably with Palin "could" show Cheney has a mindset that is capable of committing such acts. (In the near future, Cheney will see his day in court)
Sarah Palin can spout out such nonsense only because the odds of her really becoming POUTS is larger that winning the lottery twice, in the the same year and buying the ticket from the same store! Additionally, she has never been one to give solid political answers to questions that could potentially harm her in the future. I am willing to go as far and say Palin would never even make the primaries. In a sense Cheney was not ripping Palin but practicing CYA. (Behind close doors, you can best believe most office repugs rip at Palin, like lions rip at fresh meat)
