You don't walk into a secure telephone building closet and expect they are going to allow you to do shit unless you have real credentials.

My personal experience in adding phone lines for my business in a multi-story non-government office building begs to differ. Building management demanded and received all paper verification and phone company authorization before they would even unlock or allow someone access to the "telephone closet". Even then the building/telephone maintenance man stood there and oversaw all changes to make sure it wouldn't screw-up anyone else's telephone service.

These guys are just STUPID...and also very young and naive thugs. ZERO EXPERIENCE IN THE REAL WORLD!
