the meme that releasing the entire report would demoralize the CIA.

Wilkerson says, "hey, what about all the people that play by the book and do things with honor and integrity? they will be pretty demoralized when the treacherous scumbags get away with their crimes."

paraphrasing, but the point is the only people that will be demoralized are the war criminals within the CIA that tortured, so why should they be protected, as that protection will demoralize the 99% of the CIA made up of good people.
