I am no expert, but I seem to have read that other Arab countries did not allow Palestinians into their countries exactly because leaving them where they were would be a thorn in the side of Israel. Allowing Palestinians in and resettling them in the other Arab lands was seen as a policy which would have legitimized the Jewish state, and legitimized the expulsion of the Palestinians. Again - I am no expert, but I believe that what I have written is true.
