1. These amount to a NO-BID contracts. Which must be illegal. Todd, ole boy, skips the bid

process and then charges an outrageous fee. The advantage of no-bid is that you never have to justify anything. Alaska is beginning to look like Cuyahoga state. Corrupt to the core.
