2. Dov Zakheim - DOD Comptroller 2001-2004
One paragraph from Wikipedia:

"He was then appointed to be Undersecretary of Defense and Comptroller from 2001 to 2004 under the George W. Bush administration, and served in this capacity until April 2004. During his term as Comptroller, he was tasked to help track down the Pentagon's 2.6 trillion dollars ($2,600,000,000,000) worth of unaccounted transactions <1>. He initiated a number of processes that led to the reduction of that sum by two-thirds by the time of his departure, and to its reduction by over 99.9% within two years thereafter.<2> He is currently a Vice President of Booz Allen Hamilton."

http://en.wikipedia.org/wiki/Dov_Zakheim

This is the guy who ran a company that manufactured remote comptrollers of aircraft - prior to 2001. Now with Booz Allen Hamilton (infamous).

The entry in Wikipedia shows him to be a hero of the DOD Treasury - he reduced the numbers! WOW! Shouldn't we be congratulating him and Rumsfeld for finding the missing money. WITH ALL DUE SARCASM!

Does anyone know the status of the oversight reports for this blunder? With all due sarcasm.

4. This is one of the best kept secrets of the new century. How many people know

about this outside that beltway? If he came into the DOD as Comptroller and found the money missing than it means that the Clinton Admin was responsible for the missing money. Right? Did you ever hear the Bush Admin make that claim? I haven't either.

I think they did a little shock and awe on DOD funds - a little up front money for the war on rerror - good for the pockets and nice shoes. And paying off coalition partners.

6. He didn't find missing money because money was never missing - only problem was
Edited on Wed Feb-07-07 11:14 PM by papau
two accounting systems - the Treasury and the Pentagon - did not use the same categories for expense -so items not exactly the same are moved to "suspense" accounts until such time as they are matched to the proper category in the Treasury accounting system.

This a non-scandal. But politicians love to confuse people, so it will not die - and we continue to hear about 2.6 trillion missing from the Pentagon.

8. Rummy is a bullshitter changing the subject and not explaining what the problem really is
Edited on Wed Feb-07-07 11:50 PM by papau
This has been Rummy's MO in all things, in all topics, since day one.

There is very large amount of reading available on the web about the problem with different accounting systems between Treasury and the actual spenders of the money. Treasury tries to tie back spending to the actual bills that were passed that authorizes the spending - something the Pentagon and some others never try to do. So the Treasury signs off on aggregate numbers that tie in total to the total monies given a given spender. A project has been going on for over 10 years to get everyone on the treasury accounting format with the Bill passed by Congress tie back - with great progress under Clinton as to reconciliation and making the accounting programs work together - and now this progress with the Pentagon - at least as to reconciliation (I am told the programs still do not tie to Bills ala Treasury in the Pentagon).

Your may have heard about DOE $500B problem - which was not lost money but a reconciliation question that the outside auditors solved even as - or even a bit before - that lie hit the media as a crime that occurred under Clinton's watch.

The media never retracts a story it seems - it just stops yelling about the problem that was not real to begin with.

5. Only thing missing was that it was Clinton's fault.
Thank goodness we had Cheney to manage the War in Iraq...
