Surrounded by happy supporters moments after the vote, Sister RayMonda Duvall said that only one more step remains before her nonprofit can start building ---- the project still needs its city construction permits. City staff members estimate the permit process will take roughly a year, but Duvall said she hopes it happens quicker than that.

Advocates have long campaigned to get the city to do more to solve a farmworker housing shortfall, and the shelter project is the latest in a series of housing proposals they have put forward.
Their plans have run into opposition from the San Diego Minutemen, an anti-illegal immigration group.
Gerry Nance, a Carlsbad member of the Minutemen, told the council Tuesday that he didn't believe the information Catholic Charities was providing about this project.
