Are Bush and the Repos the first to assume that they have "unlimited powers in time of war"? Why didn't Reagan use this? Clinton? The 40 or so Presidents before them?
Did the framers of the Constitution fail to imagine that some power-hungry, power-grabbing politicians would inevitably abuse Article 2 like this in order to gain unlimited powers?
