3. Unless I'm mistaken, they're called diffusion cartograms...
They're primary purpose is to allow another dimension of information to be conveyed by the map. For example, not only red state/blue state, but the population desity of the state as well.

4. Well, the big navy blue thing on the left is Mexico
and its emigration. The almost non-existent speck above it is the good old USofA
