Grammatically, that could mean either. But it most directly means A) "future presidents" AND B) "future governments of Iraq". Otherwise, he would have said "future presidents and governments of Iraq". Besides, he would have no reason to differentiate between future presidents of Iraq and future governments of Iraq. The principle is the same.

Not that he's a master of grammar. But I think his meaining was clear: he's not going to make that decision; he's going to leave it up to his successor or successors.

as future Presidents of Iraq because it's worse than leaving the decision up to someone more competent than him. His base, being the guardians of intellectual honesty that they are, should also be foaming at a comment like that. You know, letting feriners make national security policy for the US and such.
