The digital boxes toil in relative obscurity. They sit along banks of rivers, streams and lakes, their only function to continuously record water volume and level changes. Federal budget cuts have put dozens of these gauges, run by the U.S. Geological Survey (USGS), at risk of being shut down nationwide.
More than 120 have closed in the past year, and concern is mounting among scientists who say the data are critical to help forecast floods and determine water-quality conditions.

"There are no substitutes for these measurements," said John Clemens, a USGS spokesman in Tacoma. "It's a huge public-safety issue."
