4. I think it's a brilliant political move...

This censure move garners great national/worldwide publicity, Russ comes out and talks about how he's not out to 'impeach' and remove Bush, just to decry the illegality of what Bush did. This sets up further legislation by Conyers, and you get the Republicans (and Dems too) ON RECORD as being for or against the President and his illegal spying going into the 2006 election cycle.

Think of the political fodder that gives Dems into the election... I think it is a gutsy and smart move!
