Steve Clemons makes a very informative post over at the Washington Note. If we are going to be discussing cheney's statement yesterday that he has the right to declassify information, then we'd better be informed about what exactly he is talking about. Clemons explains Clinton's 1995 Executive Order and bush's 2003 Executive Order, which cheney referenced yesterday. After reading the entire post, you will come to the same conclusion that Clemons did, that cheney did not have a right to "declassify" info to libby. Please note this statement of his:
"POA -- if the White House is engaged in issuing "secret" executive orders that give secret authority for 'the management' of secret information -- then we are done. I doubt the White House has done this, but someone speculated to me that they might have."
