What missing children group is O'Reilly speaking to, and who do we complain to?

I know I heard Keith Olbermann say that Bill O'Reilly is going to be the keynote speaker for a missing children group, but I forget which one, and I can't find any info on it. Is it the Center for Missing and Exploited Children? Whatever group it is, who do we complain to about his recent remarks and the inappropriateness of speaking to ANY group for missing children?
