4. That's actually a pretty good idea.
The large space is more than adequate to store a large amount of recycled plastic, metal, paper, glass, etc. Also, there would be enough room for trucks to go into neighborhoods to collect recycled goods from those blue recycle bins people often put out, and the room would be used to sort out the recyclable materials.

5. Every Municipality Needs To Condition Approval of New Walmarts .....
.... making the approval conditional on Walmart being bound to waive any right they have to prevent the leasing of the property to a competitor, or to prevent use of the building and complex for any purpose, if Walmart decides to abandon the building and property.

You need the condition imposed on the front end so that you do not end up with massive unused buildings that cannot be leased to anyone else who might be in competition with Walmart.

8. One better
I would suggest that a precondition is that Wal Mart or any other big box be required to refit the facility into a usable state (whatever the community would want) that would be determined at a mutually agreed time. If the community needed a rec complex then that is what they would get, if the community need a recycle center then that would be it. Contracts can be arranged in any fashion that the parties agree to. Wal Mart has lots of money (and steals more from all of us everyday) so it would be nice to put them in the corner and have their empty buildings turned to a purpose that would serve the community.

9. An Unemployment and Job Retraining Center .....
When a Walmart builds on prime property within a municipality and abandons its building and property, it does great damage to most towns and cities. Especially if most of the smaller businesses left when Walmart moved in.

The need for addressing the changes wrought by Walmart should be a top priority.

Help the unemployed, and those needing job skills to find alternative employment.
