Iraq is not a failure for the Neocons.
Consider--

They have established a permanent war as a backdrop for building and maintaining their dictatorship.

They have kept Iraqi oil off the market while preserving it and dividing its ownership up among their oil-company sponsors.
That's 115 billion barrels. Multiply that by $100. Hell, multiply it by $300.

They have diverted many billions from the US treasury into their own pockets and those of their friends.

They turned Saddam into an example of what happens to tinpot dictators who threaten the US Hegemony with talk of petro-euros.

The only real problems they are encountering are due to the Democratic ascension. Their only real mistake was in not cheating hard enough in November 2006. As a result, they're having to put on this big surge thing in order to get one last, major dip out of the treasury and to buy time to get those final contracts signed giving the major oil companies irrevocable rights to the Iraqi oil.

And they plan to recover their ascendancy. They are going to attack Iran. If they can't do it from here due to that pesky Democratic Congress, they are going to do it from Israel, and then force us in to save Israel's butt. You think the Israel lobby's powerful? You ain't seen nothin' yet.

Really, they are splitting it with the Iraqi people. 75% for American and British oil companies and 25% to the Iraqi people. Or as Bush would say, half.

All kidding aside you're right, thats why there are no real "Victory" conditions, if Bush told the American people why they are really sticking this out he'd be out on his ass in a week.

Oil.
Israel.
Logistics.

None of those are reasons the lying monkey told us were why we were going to war.
