In a way, then, you could say that I'm sending in less troops. It's just like pulling out, only not. . . . Of course I listen to the concerns of Americans!"

had all the options and then a list of all the pros and cons, and nothing was off the table except cut-and-run and partition and talking to Iran and Syria or listening to the generals on the ground or a couple of other things, and I went through this all over Christmas because I swore I'd look at every card before I announced the surge, and so I did, and . . ."
