Who decides who is going to be on the Sunday morning political talk shows?

Who decides who is going to be on the Sunday morning political talk shows?
I notice it is pretty much the same people every week? Joe Biden appears to be on every week. Why is that? Does it have to do with their committee assignments maybe? Do the Dems decide who is going to be on or do the networks make that decision? Because if it is the networks who make these decisions that blows.

If anyone knows how these guests are chosen thanks in advance for passing on the info.

1. D.C. is one big whorehouse...
oftentimes it's hard to figure out who are the prostitutes and who are the johns, it switches back in forth, but basically they're always in bed together.
