A West Valley City man with ties to the Uintah Basin was charged last week with 22 first-degree felonies in connection with the alleged sexual abuse of a 6-year-old Myton boy in 1995.

Richard Falco Fisco, Sr., 70, made his initial appearance in 8th District Court on Thursday wearing a white jail uniform, his handcuffs secured to a waist chain. The former Boy Scout leader and one-time Roosevelt businessman shook his head slightly and appeared to smirk as Judge A. Lynn Payne read the charges against him: two counts of aggravated sex abuse of a child and 20 counts of sodomy on a child.

According to a probable cause statement filed by Duchesne County Sheriff's Detective Sgt. David Boren, the alleged victim, who is now 17, contacted authorities in August and disclosed numerous incidents of abuse that took place between 1995 and 1996.

In 1999, after he voluntarily entered counseling when confronted with allegations that he had abused a 10-year-old boy, Fisco allegedly made a list for investigators of 26 other individuals whom he had perpetrated crimes against. The list included alleged victims of both genders, ranging in age from 5 to 58.

I am a pretty merciful man, but mess with my kids like this and I would not let my kind ways get in the way of my gun. He threatened to hurt this kid's parents if he told them, etc. I cannot imagine how I would feel if I was a kid again and someone were threatening to kill my parents if I told them about abuse. People like this don't get a lot of sympathy from me. Lord knows I try to be an understanding man, but when it comes to messing with kids - I get all outta whack.
