Ethical guidelines need to be put forth. I'm not in favor of cloning humans, but these bills are all a disaster and would likely prohibit research in therapuetic cloning as well (stem cell research for example).

The GP never struck me as especially reasoned or well informed. They are heavy on rhetoric, but short on all specifics.
