Iraq Study Group question - who appointed them?

Iraq Study Group question - who appointed them?
Was it Bush that appointed them, Congress, or some other body/group?

I'm trying to put together a letter on this, and it would make a difference if I could say that the ISG was appointed by Bush.

1. Congress selected Baker and Hamilton.
Baker and Hamilton selected the rest of the participants.

The group was organized/facilitated by USIP:

Bush did not appoint them. That should be obvious from the lack of neoconservative ideologues in the group's makeup.

2. Bush and his staff did, also set the guidelines and how the study was to
....proceed, but since ISG did not issue what BushCo wanted to hear, their report is being rejected. Time to impeach both Bush and Cheney.

The Iraq Study Group (ISG), also known as the Baker-Hamilton Commission,<1> or simply the Baker Commission,<2> was a ten-person bipartisan panel appointed on March 15, 2006, by the United States Congress, that was charged with assessing the situation in Iraq and the US-led Iraq War and making policy recommendations. It was first proposed by Virginia Republican Representative Frank Wolf.<3>

The Iraq Study Group was facilitated by the United States Institute of Peace, who released the Iraq Study Group's final report on their Website on December 6, 2006.

6. Baker & Hamilton rejected
every person the USIP suggested for the ISG. They came up with the members themselves. (Can Bush Find an Exit?; Michael Duffy; TIME/12-11-06; page 47.)

7. Sounds like phony capitulation - like with Fitzgerald, 911 commission
From this is clear they didn't initiate it.
So, let me get this clear: ISG took 9 month to conclude that the war ain't doing so great and it's time to get out by...2008? They are even more idiotic than I first thought.

8. I see some of Bush's favorite words and phrases here that he uses
when he wants to sound positive and seem cooperative: "We welcome" and "we look forward". Whenever he uses these phrases you can just bet that he does neither. He's just trying to sound nice.
