BREAKING: Democrats win control of Pennsylvania House after 12 years in minority

WEST CHESTER, Pa. (AP) — Democrats won control of the state House of Representatives for the first time in 12 years Tuesday as Chester County officials settled a pair of hotly contested House races three weeks after the election.

In the closest race, Democrat Barbara McIlvaine Smith was declared the winner in the 156th District by a 23-vote margin.

Smith, 56, who owns a water-treatment company, defeated Republican Shannon Royer, 39, who has worked on the House Republicans' staff for a decade, by a tally of 11,614 to 11,591. Both candidates are former West Chester borough council members.

In the other race, in the 157th District, Republican Duane Milne, a West Chester University professor, defeated Democrat Anne R. Crowley 13,556 to 13,412.

In the words of veteran New Hampshire Republican leader Tom Rath, it was "beyond historic" when the Democrats took complete control of the handsome state capitol in Concord for the first time since 1874.
