Lets do a scoreboard:
Howard Dean (DNC): Pushed the 50 state strategy. Spent a LOT of money building up the state parties, caught some flack for contributing a little less to the federal campaigns and more to state operations. Result?? We won numerous new Democratic Governors spots and captured many statehouses nationwide. We also have state operations in place for 08 already. Grade: A-, could of raised and spent a little better in terms of not running dry of cash closer to the election but overall he did a fantastic job of building up the party operatus. Welcome change from Terry McAullife.
Rahm Emannuel (DCCC): Did a fantastic job of recruiting House candidadates to run. Made sure they were well funded in the General even if they weren't his picks in the primaries. Very disciplined approach. Result: picked up 30+ seats and won the House. Grade: A Can't argue with a 15 seat Dem majority in the house and he worked with candidates in the General regardless of their backgrounds.
Chuck Schumer (DSCC): Achieved the impossible, picked up 6 seats and pulled off the biggest longshot of the cycle. Raised nearly 2 times as much as the last Campaign chair of the Dem Senate. Focused and organized. Grade: A++
So, all three were fantasticly successful. All three helped in their own way. And I would be ecstatic if all 3 were all still in charge of their respective organizations come 2008.
