When a recess appointment expires is not precisely defined, and it has been reported that Mr Bolton will stay until January before the next session of Congress begins. Another influential Republican with close ties to the White House said the consensus among Republican insiders was that Mr Rumsfeld would remain only until next summer. That would provide enough time after the elections to avoid the impression he was going because of the war, and also allow time for the situation on the ground to improve.
