Foley didn't do anything wrong because he's a "victim." He only told that 16 year old kid to measure his Johnson because he was a "victim"...

3. Why bother? He'd only give one of those non-apology apologies, like

"I'm sorry if anyone was offended" or "I'm sorry if any of those pages took it the wrong way." Besides, he's probably delaying his release from "rehab" until he hopes this blows over and doesn't have to make a staement at all.
