Also Adolph Hitler, also before the German Parliment, this time on July 13, 1934 (following the 'Night of the Long Knives' when the SS rounded up members of the SA and various other political opponents and slaughtered them -- no one knows exactly how many died although Hitler only claimed 74 during his speech to Parliment.)

Law Against the Establishment of Parties, July 14, 1933
The German Cabinet has resolved the following law, which is herewith promulgated:

ARTICLE 1. The National Socialist German Workers Party constitutes the only political party in Germany.

ARTICLE 2. Whoever undertakes to maintain the organizational structure of another political party or to form a new political party will be punished with penal servitude up to three years or with imprisonment or with imprisonment of from six months to three years, if the deed is not subject to a greater penalty according to other regulations.

5. There was more than that
Ironically, I used to be one of the people who got all bent out of shape when someone would compare Bush to Hitler or the Neoconservatives to Nazis. Since the NSA wiretaps and the executive orders have come to light, I don't bend so easily anymore.
