When and if the GOP loses the congress they will blame the Foley scandal
rather than Bush's unpopularity or the war. It will be their excuse. But if we look at this campaign it has jelled. It has been jelling against the GOP for months. Competitive races have trended to the Democrats according to polls. So, Foley is just another reason to vote against the "in-party" on top of many others: war, Bush, economy, incompetence, scandal.

I woke up at about 3AM and put on the TV and watched a discussion between Thomas Mann of the Brookings Institute and a woman (sorry can't remember her name) representing the Brookings Institute and they agree that this could very possibly be a "wave election" maybe not of the magnitude of 1994, but they also believe it wouldn't be impossible for the Democrats to gain as many as 30-35 seats in the House and 7-8 in the Senate.

And this has been coming well before Foley.

* will probably allow or induce a recession, and blame it on the Democratic Congress.

sorry, but Bush can make that arguement but usually it's presidents who get blamed for recessions rather than congress.
