Campaigning while Soldiers Die?

Have sitting presidents always campaigned for congress? I wasn't paying attention back during the Clinton years.

Seems to me despicable to be 'campaigning' while Iraq burns.

And that brings me to Karl Rove. Do we actually pay this guy to be Parisian? How is that possible?

I seem to recall that Clinton came under heavy fire for even making a phone call from the white house that was related to campaigning.

Just wondering...

2. The way this country decides things is through elections
Even during wartime. And while I certainly don't want Bush doing anything, I can't really argue that he shouldn't be allowed to.

There are limits on how far he is allowed to use the prestige of the white house to help political allies though, since the Whte House belongs to the American people (both Dems and Repubs).
