Hastert as a coach for a school at one time certainly has to be a
mandatory reporter. Does that expire when you are no longer working in the profession directly? I'm a mandatory reporter for child and dependent adult abuse, but not practicing my profession now. I would still report because I would feel morally responsible to do so.

2. he is a coward
he decided that the party came before decency. he was a decent man that became the result classic-"absolute power corrupts absolutely" thus he sold his soul for the party. this will be his disgrace that he will live with the rest of his life.
