Why didn't Foley apologize to the kids he hit on?
He's apologized to his family and constituents, but not the sexually harassed pages. Clearly he DOES NOT believe he did anything wrong. All he cares about is HIM. Typical Repuke.

4. It might be for legal reasons
If he apologized to the children it will be an admission that he did something. Apologizing to his family and constituents only shows remorse that they may be affected by the public nature of these allegations.
