He said the new Bush administration had a curious attitude toward the Cole. It happened on Clinton's watch, so they didn't need to retaliate for it.

The blame lies with the FBI and CIA because they were incapable to catching Bin Laden since they wouldn't consider hiring people with cultural and language skills who could penetrate the region. This continued into the Bush administration. The plan Condoleezza came up with after 8 months was essentially the same plan handed to her by Richard Clarke in January. Too late.
