It isn't Bush's job to 'define'
Everybody who has had Social Studies back in elementary school knows that to be a fact. It is the President's main responsibility to sign legislature into law.

Imagine if he got the ability to define:
Who was eligible for Social Security
Who could and could not vote
What treaties meant

Bush has no power to interpret what the laws mean. He has crossed the line.

1. Way. 3 branches of gvt, checks and balances.
pass legislation
sign into law
interpret law

What will happen between now and when Supreme Court eventually decides this is unconstitutional will be bad. Der Führer has been given powers beyond what he should have.
