What is the process of working this torture bill through the courts?

they just dont rule on the constitutionality of laws, they have to be challenged by a party that has been damaged.

how is anyone with no rights going to get this into a court?

habeas corpus case can challenge this law, because they've been damaged by its suspension of the writ.
