Did Skinner work for Biden before he started DU?

Did Skinner work for Biden before he started DU?
I remember hearing a while back that he worked in Biden's office's before he went on to do some other stuff, then found DU with EarlG and Elad. I'm curious about what his thoughts on Biden are (since Biden is not exactly a popular figure here, and I'm no fan of him myself) and whether or not he thinks he'd make a good President. I'm asking this question, because he's the only person on this forum that has probably worked for a potential or declared Presidential candidate (not including volunteering for others during the 2004 election.)

...But I thought he worked for someone who was a Senator (or maybe I misread whatever made me come to that conclusion).

7. Actually, Biden is a very effective Senator, and a Democrat with clout
He wants to be President, though, and it's THAT reach that some people have problems processing. I don't think people overall have a huge problem with him in his Senatorial role.

He has an interesting, well documented past with a lot of weak spots, and he doesn't hate the sound of his own voice--he's ripe for Rovian smears as a result, so he's not viewed by many as a strong candidate.

But his strong suit includes his intelligence--he is SMART, especially on foreign affairs and Intel issues. He does get the big picture.

9. He'd make a good Secretary of State or Defense
But I don't want him as POTUS, and I'm not crazy about having him as VP either (although he could provide balance to a ticket if we run a Governor.)
