What would happen if most or all Democratic Senators abstain from voting?

How would that fit into the quorum rules?

Is there a minimum percentage that is required to vote for a bill to pass in the Senate?

Just wondering if this is a last-ditch tactic they could use.

1. I would think there is something that could still be done.
What if they (or a majority of them) got up and walked out? How many are required for a quorum?

They could filibuster, but we know how much traction that gets with the current group.

4. Constitutionally, they need a quorum, but convention these
days is to assume a quorum is present. Any senator can request a quorum count, however, to establish if one is actually present. So, I guess the answer to your question is no, they don't need a quorum.

I suppose the dems could use it in some fashion by calling for a quorum count.

6. I wonder if C-Span can prove whether there is a quorum or not.
Do they have to be there or can they phone in their vote?
