8. I believe part of the problem

deals with the fact that they were only allowed x number of days (I forget how many), but it certainly wasn't enough to get anything done. My question is, was the short amount of time normal, or because Bush ordered them not to work so that nothing could get done as to all the investigations this corrupt admin. brought on blah,blah,blah?
