Why would Biden announce 08 pres. intentions now, right before midterms?
It seems like a selfish distraction from important business at hand. Am I missing something?

At best, he's attempting to help set the tone of the nominating process or wrangling for an eventual cabinet position.

7. It is because Biden has an obsession with being in the news.
He cannot control it and the GOP operatives in the media know it. That is why he is, daily, on some show or another as the representative of the Democrats. It isn't an accident that HE is chosen week after week to appear. BushCo's media establishment can rely on Biden to serve his ego and not his party or his country by prattling on about one thing or another.
