How Does Wickopedia (sp?) Work?

I don't know a dam thing about Wickopedia other than I've been directed to it a few times as an information source and herd it used as reference on the House and Senate floors.

I think it has something to do with user input but I really don't know. Can someone or a few of you give my a thumbnail sketch of how it works and how reliable information found there is or is not?
