Sovereign Nation List? Iran, Syria, Lebanon, Pakistan? Does this mean...

...the US will have to be invited in before we send troops into any of these countries, as Bush stated the other day?

Or does this mean nothing, since Bush said he would order troops to go inside Pakistan(w/o permission) to get OBL if he was located?

I find it difficult to believe Bush understands what "sovereign" means, and certainly it does not mean a thing to him when it comes to doing whatever he decides to do.
