rules the world?

Maybe from the many speeches Bush has given that give that impression. Here are some links to at least one of those speeches that is analyzed by others who also think Bush thinks he rules the world.

1. Any time a leader
especially of a rich and powerful nation feels that it's ok for him to invade other countries, countries that have not attacked us, then that leader is acting like he leads the world. In Dubya's case it's even more apparent, because he seems to feel that God is telling him what to do, and that he, and he alone, can dictate how other countries should be run.

The idiotic statement that he made about being the "decider" seems to have grown larger, and given him the mistaken idea that not only can he be the decider for America, but for any other country whose politics don't meet with his approval. He is apparently willing to plunge the world into very destructive, very bloody war, because he thinks God is telling him to do so. He is a sociopath, and does seem to feel like he can lead the world.

5. the fact that Chavez was able to get away with this speech;

shows what a failure the Bush doctrine has become. Although I doubt that anyone at the UN took him (Chavez) too seriously I'm sure they got a good chuckle out of the lampooning of our President. "Agree with us or else we'll bomb you" isn't a policy, it's aggression.
