Will the Torture Bill set Abu Ghraib tortureers free?

If so, this should be the angle to defeat the torture Bill. Not sure how you can explain to your constituents you voted to retroactively allow Abu Ghraib torture. Also, does anyone know what you call a group who commits torture? Tortureers?
