IIRC, there is no UN charter rule against hiring a politician from one of the Security Council member states that has a veto. But there is a strong old informal taboo against doing so.

The foreign minister of South Korea is supposed to have the inside line to succeed Annan. But I wonder whether Bill Clinton might have been quietly lobbying third-world representatives for the job. After all, he's been in NY and has focused on world humanitarian issues. And wouldn't many of those who gave him the standing ovation jump at the chance to promote Bill Clinton to President of the World?
