Bush constantly and successfully destroys the presumption that a press conference with the President of the United States is somehow serious, that reporters are somehow professionals to be respected, etc. The forced informality shields Bush from sober consideration of the things he says and from the impression that journalists are anything special. The "humor" is a way of talking down to and disarming people.

The hapless press corps is given a choice: laught a my joke (and yourself) or don't. But if you don't, you're going to be sorry.

Bush was just taking Gregory down a peg or two.
