1. No "change" - we just interpret torture as not being torture - with hold

forever without charge (which is part of McCain bill also) as a gift to those who want to toss the Bill of Rights/Constitution.

He's got 2 huge problems.

1) I don't think McCain or Graham are going to give in. I don't know about Warner.

2) Congress's interpretation of of III will mean JACK SHIT in any world enforcing court or body.

4. Even the worst enemies have obeyed the Geneva Conventions

over the years. There were a few notorious and cruel exceptions, but most countries do not allow torture or killing of their prisoners of war. Even in an undeclared war like Vietnam, most POWs were kept alive and in fairly reasonable shape and eventually returned home.
