Powell, 2/24/01: No significant WMD capability, PROOF OF LIES...

From the State Department's web site; remarks from 2/24/01, before 9/11, and thus before the Bush administration knew it had 9/11 as a fraudulent vehicle to lie us into war in Iraq (thus Powell, at that moment, had no motive to lie):

"He has not developed any significant capability with respect to weapons of mass destruction. He is unable to project conventional power against his neighbors."

Why has this statement, the actual words of the then Secretary of State, not gotten notice as one huge piece of evidence showing that the administration's post-9/11 positions on Iraq were lies? I think this is a smoking gun that should be easy to understand by anyone reading the remarks. He even says that Iraq could not project conventional power against its neighbors. Am I missing something?
