HaHa, Bush didn't learn from Carter's mistake

Thinks he can go to the American people to make Congress do what he wants. Carter thought he could do that because he had been successfully in doing so with the Ga legislature. Doesn't work as well with the Congress.

because the rubberstamping-GOP-congress is running even lower than his numbers
