How does Armitage get spun as someone without an axe to grind?

How does Armitage get spun as someone without an axe to grind?
The media acts like he was against the invasion of Iraq, yet he was a signing member of the PNAC letter to Clinton telling him he needed to invade Iraq. He may have disagreed with the way Iraq was invaded, but he was still one of the people pushing from it long before 9/11. Who could possibly consider him non-partisan, or without an axe to grind?

1. I think it was because he worked for Powell.
And many of Powell's staff, people such as Col. Wilkerson, are the only ones who have helped get the information about intel manipulation out to the general public.

My theory is that Armitage is the PNACer assigned to work on Powell, and that he probably reported back to the VP. The comments that Armitage made, in Novak's words, were very similar to those written on Cheney's copy of the New York Times, and that is the reason I believe he worked for the VP.
