Negroponte's assertion that the only way to get 'actionable intel'
is to be able to use the torture methods that Bush is pushing for flies in the fact of the "actionable intelligence" the Bush administration just had about the gathering of Taliban at a funeral. It was intel that the military CHOSE NOT TO ACT ON (i think rightly)but the intel was not gained by torture. This should be pointed out.

2. Is he then claiming
that actionable intel that led to the disruption of plots during the clinton administration were obtained by torture?
