7. This is a time i have to disagree.

There was no reason for the POTUS to go into NY or DC when attacks were being carried out. Even later in the day, after the fact, there was no need for him to be there. There were already plenty of security, safety, and logistical nightmares without the POTUS visiting. I'd say this were SOP for a President in the event of such a situation and was on the advisement of Secret Service.
