The headline of this story is that Rumsfeld prohibited post-war planning for Iraq, on threat of firing. But pre-war planning was well underway by November 2001.

3. There is not a doubt in my mind that it was a "done deal" as soon as Bush

was handed the presidency. All he needed was any excuse, real or made up, to push it forward and make it palitable to the American public. When 9-11 occured it was exactly what BushCo and the neo-Cons needed to advance their agenda.
